    • 1. 제 목 : 소프트웨어 산업 근로환경 개선방안 연구
    • 2. 연구 목적 및 필요성
    • 본 연구는 소프트웨어 산업의 근로환경과 주 52시간 근무제에 대한 실태를 조사하고 근로환경 개선을 위한 정책적 시사점을 도출하는 것이 주요 목적이다.
    • 3. 연구의 방법
    • 소프트웨어의 근로환경 실태를 파악하기 위하여 설문조사를 실시하였다. 조사대상은 소프트웨어 기업의 고용주(혹은 인사담당자)와 근로자이며, 조사방식은 1:1 면접조사를 원칙으로 하였으며, 코로나 19 상황으로 대면 접촉이 어려운 경우에는 온라인 조사를 병행하였다.
    • 4. 연구의 내용 및 결과
    • 소프트웨어 산업에서 근로자의 임금산정 방식은 포괄임금제가 전체의 63.5%이고, 통상임금제를 채택하는 기업은 36.5%였다. 포괄임금제를 채택한 기업은 IT서비스 기업이 68.1%로 가장 높고, 게임SW 기업은 53.6%로 비교적 낮았다.
    • 근로자의 주 평균 근로시간(최근 1개월)은 약 41.27시간으로 조사되었다. 기업의 규모가 크고, 근로자의 연령이 높을수록 주 평균 근무시간이 길었다. 소프트웨어 산업의 특성상, 특정 시기에 업무가 집중되는 경우가 많은데, 실제로 연중업무가 집중되는 시기가 있다고 응답한 근로자는 전체의 30.4%였다. 업무가 집중되는 시기가 지속되는 기간은 평균 3.22개월로 추산되었으며, 업무집중 시기의 주 평균 근무시간이 ‘52시간 이상’인 근로자가 46.1% 정도이다.
    • 소프트웨어 근로자 중 직무스트레스를 받고 있다고 응답한 근로자는 전체의 32.4% 정도이며, 이 중 3%의 근로자가 직무스트레스를 매우 심하게 받고 있다고 응답하였다. 직무 스트레스는 근로자의 특성에 따라 차이가 있는데, 기업 규모가 클수록, 근로자의 직급과 연령이 높을수록 직무 스트레스가 높았다. 또한 업무집중 시기 평균 근로시간이 길수록 직무 스트레스가 높은 편인데, 주 평균 근로시간이 52시간 이상인 근로자의 스트레스 수준은 62.9점으로 평균(51.7점)보다 11.2점이나 높았다.
    • 국내 소프트웨어 근로자 중 19.1%가 최근 1년 동안 번아웃을 경험하였다고 응답하였다. 번아웃을 경험한 근로자의 비중은 업종별로는 IT서비스업(22.8%), 규모별로는 300인 이상 대기업(36.0%)이 가장 높았다.
    • 근로자의 번아웃 경험은 근로시간, 스트레스 강도, 워라밸 수준과 밀접한 관련이 있는 것으로 조사되었다. 근로시간이 장시간일수록, 스트레스 강도가 높을수록, 워라밸 수준이 낮을수록 근로자가 번아웃을 경험한 비율이 높았다. 주 평균 근로시간이 52시간 이상인 근로자(39.8%)는 연중 업무가 일정한 근로자(13.0%)보다 번아웃을 더 많이 경험하였다. 스트레스를 ‘심하게 받는’ 근로자의 73.5%가 번아웃을 경험하였고(스트레스가 없는 근로자는 6.4%), 워라밸이 ‘전혀 실현되지 않고 있다’고 응답한 근로자의 39.1%가 번아웃을 경험한 것으로 조사되었다.
    • 코로나 19 확산은 우리나라 기업들의 근무환경 변화를 가속화했다. 국내 소프트웨어 근로자의 34.8%가 원격근무를 경험한 적이 있다고 응답하였으며, 대기업 근로자가 중소기업 근로자보다 원격근무를 경험한 비율이 높았다. 300인 이상 대기업에 종사하는 근로자의 69.4%가 원격근무를 해본 적이 있다고 응답한 반면, 50인 미만 기업의 근로자는 22.2%만이 원격근무 경험이 있다고 응답하였다. 또한 주 52시간 근무제가 기업의 원격근무 도입을 앞당긴 것으로 나타났다. 주 52시간 근무제를 시행하는 기업은 54.3%가 원격근무 경험이 있는 반면, 제도 미시행 기업은 23.3%가 원격근무 경험이 있다고 응답하였다.
    • 국내 소프트웨어 근로자의 워라밸이 실현되는 수준은 100점 기준에서 54.4점 정도이다. 근로자의 연령이 낮을수록, 직급이 낮을수록, 근로자의 경력이 낮을 수록 워라밸 지수가 높은 것으로 조사되었다.
    • 근로자의 워라밸 실현 정도와 근로시간의 관계를 살펴보면, 근로시간이 길수록 워라밸 수준이 낮은 것으로 나타났다. 주 52시간 이상 근무하는 근로자의 워라밸 지수는 32.5점인데 비해 40시간 미만 근무하는 근로자의 워라밸 지수는 64.7점으로 높았다. 그리고 주 52시간 근무제도를 시행하는 기업(55.4점)은 시행하지 않는 기업(53.9점)보다 워라밸 수준이 높은 것으로 조사되었다.
    • 소프트웨어 근로자는 직업을 선택할 때 임금·보상뿐 아니라 전문가로서 성장가능성을 매우 중요하게 생각한다. 그래서 입사 후에도 지속적으로 교육·훈련을 받으면서 성장하고자 하는 욕구가 강한 편이다.
    • 소프트웨어 근로자의 스킬 격차에 대한 인식은 사업주가 생각하는 것보다 근로자가 스스로 느끼는 스킬 격차가 더 큰 것으로 나타났다. 사업주는 22.7%가 스킬 격차가 크다고 인식한 반면, 근로자는 35.4%가 스킬 격차가 크다고 응답하였다. 이러한 인식은 직원의 교육·훈련에 대한 수요에도 영향을 미치고 있다.
    • 최근 디지털 전환이 가속화되고 소프트웨어 시장환경이 급변함에 따라 근로자가 배우고 싶은 기술교육(hard skills)에 대한 수요도 크게 변화하고 있다. 근로자가 가장 교육받고 싶은 기술 분야는 ‘머신러닝/딥러닝’이 가장 많았고, ‘데이터분석/데이터사이언스’에 대한 수요가 높았다. 그리고 역량 강화 교육(Soft skills)에서는 ‘문제해결’, ‘창의성 증진’, ‘커뮤니케이션 스킬’, ‘변화에 대한 적응력’ 순으로 교육 수요가 높았다.
    • 소프트웨어 근로자의 43.4%가 현 직무에 대해 만족하고 있고, 불만족하다고 응답한 근로자는 9.1%에 불과하였다. 직무만족도를 100점을 기준으로 환산하면 평균 59.29점으로 보통 이상 수준으로 볼 수 있다. 근로자의 직무 만족도는 보상과 휴가, 근로시간, 워라밸, 직무 스트레스 수준에 따라 차이가 있는데, 연봉 수준이 높고, 근로시간이 짧으며, 근무시간의 유연성이 높고, 워라밸 수준이 높고, 직무 스트레스가 적을수록 근로자의 직무만족도가 높았다. 또한 회사에서 지원하는 교육 훈련 기회가 많을수록 직무만족도가 높게 나타났는데 이는 소프트웨어 개발자의 성장 욕구가 반영된 결과라고 보여진다.
    • 소프트웨어 근로자 중 향후 10.1%가 프리랜서로 전향할 의사가 있다고 응답했다. 근로시간이 장시간일수록, 연봉 수준이 낮을수록, 과중한 업무로 인해 워라밸 수준이 낮을수록, 직무만족도가 낮을수록 프리랜서로 전향할 의사가 높은 것으로 나타났다.
    • 다음은 본 연구의 두 번째 연구 주제인 주 52시간 근무제도의 실태와 애로사항에 대한 조사결과이다.
    • 주52시간제는 실제로 근로자의 근로시간을 단축시키는 효과가 있었다. 제도의 시행 전과 후의 주 평균 근로시간을 비교해봤을 때, ‘주 평균 40시간' 근무자는 29.9%에서 62.7%로 증가한 반면, 주 평균‘46~51시간' 근무자는 25.4%에서 6.9%로,‘52시간 이상’근무자는 24.9%에서 7.9%로 감소하였다.
    • 주52시간제는 도입의 효과는 ‘워라밸 실현’, ‘조직문화 개선’, ‘근로시간 감소’ 효과가 있는 반면, ‘임금/보상의 감소’는 크지 않았다. 또한 제도 도입으로 인한 ‘고용인력 증가’ 효과는 다소 미흡한 것으로 나타났다.
    • 국내 소프트웨어 산업에서 유연근무제를 시행하고 있는 기업은 전체의 41.8% 수준이다. 기업 규모가 클수록 유연근무제를 시행하는 기업의 비중이 높은데 300인 이상 대기업의 유연근무제 시행률은 74.7%이나, 5인 이상 50인 이만의 소기업은 36.3%에 불과하다. 그리고 주52시간제를 시행하는 기업이 미시행 기업보다 유연근무제를 활용하는 비중이 높다.
    • 주 52시간제도 도입 시 애로사항을 살펴보면, 소프트웨어 기업이 체감하는 가장 큰 애로사항은 “집중업무 시기 주당 52시간 초과근무"가 불가피하다는 점이다. 소프트웨어 산업의 특성상 집중업무 시기가 불가피하게 존재하는데, 제도 시행 시 이에 대한 고려가 필요하다는 의견이다.
    • 주 52시간 제도의 현장 안착을 위해 기업은 ‘근무시간 단축으로 인한 부족해진 필수 인력을 충원’하고, ‘유연근무제’와 ‘합리적 인사관리 제도’를 도입하여야 한다는 응답이 많았다. 그리고 정부는 ‘기업의 업무구조 개선을 위한 컨설팅 지원’, ‘과업 범위 변경 방지책 마련’, ‘생산성 향상을 위한 교육훈련지원’, ‘주 52시간 근로시간 단축제도를 반영한 적정 사업기간 산정’과 같은 정책지원을 하여야 한다는 응답이 많았다.
    • 정책적 시사점
    • 소프트웨어 근로환경에 대한 이상의 연구 결과에서 장시간 근로시간이 근로자의 번아웃, 직무스트레스, 워라밸, 직무만족도에 상당히 부정적인 영향을 미치고 있음을 확인하였다. 따라서 근로시간 단축은 근로자의 업무 만족도를 높일 뿐 아니라, 우수한 인재를 유치·유지시키는 정책이라고 볼 수 있다.
    • 소프트웨어 근로환경을 개선하고 주 52시간제가 현장에 제대로 안착되기 위해서는 소프트웨어 산업의 특성상 고려되어야 하는 요건에 대한 제도적인 개선뿐아니라 기업의 업무 방식도 효율적으로 변화되어야 할 것이다. 기존의 장시간 근무 체제에서 허용되었던 많은 관행들이 주 52시간 환경에 적합한 제도와 기준으로 변경되어야 하며, 중소 소프트웨어 기업이 업무 프로세스를 개선하고 생산성을 높일 수 있도록 정책적인 지원이 필요하다.
    • 둘째, 직업을 선택하는 데 있어 전문가로서 성장가능성을 중요하게 고려하는 소프트웨어 개발자들에게 교육·훈련의 기회는 매우 중요한 요소이다. 디지털 전환 시대에 작업 현장에서 체감하는 스킬 격차를 해소하기 위하여 기업들은 근로자에게 충분한 교육·훈련의 기회를 제공할 수 있도록 하여야 할 것이다. 정부도 디지털·비대면 경제가 가속화되는 상황에서 근로자들이 다양한 교육 프로그램과 교육기관에 대한 정보를 쉽게 찾고 접근할 수 있는 온라인 교육 플랫폼을 구축할 필요가 있다.
    • 셋째, 코로나 19로 인해 많은 기업들이 재택근무를 시행하게 되면서 원격근무 트랜드는 일상적인 근무형태로 자리잡아 가고 있다. 더구나 워라밸을 중시하는 MZ세대 근로자들에게 원격근무는 직업 선택의 중요한 요인으로 꼽히기도 한다. 따라서 중소기업들은 이러한 원격근무 트랜드에 대비하고 우수 인재를 유치하기 위해 과거의 근무 체계를 근본적으로 변해야 하는 상황에 처해 있다. 대기업에 비해 상대적으로 미흡한 중소기업의 원격근무 인프라 구축을 위한 정책적 지원이 필요하다.
    • 5. 정책적 활용 내용
    • 소프트웨어 기업의 경쟁력을 높이고 우수 인재를 확보하기 위한 소프트웨어 기업의 근로환경을 개선하는 정책의 기초자료로 활용한다. 그리고 주 52시간제의 성공적인 현장 안착을 위한 정책적 개선사항을 파악하는 데 활용된다.
    • 6. 기대효과
    • 주 52시간 근로시간 단축제도 도입과 관련해 현장의 마찰음을 최소화하고, 유연근무제 등 근로환경 개선을 위한 방안을 제시하여 제도의 성공적인 현장 안착을 지원한다. 그리고 소프트웨어 산업의 근로환경 개선으로 우수한 소프트웨어 인력의 확보와 유지를 도모하고, 소프트웨어 산업의 경쟁력을 제고하는 방안을 마련한다.

    • 1. Title: Research on improving the working environment of the software industry
    • 2. Purpose and Necessity of Research
    • The main purpose of this study is to investigate the working environment and the implementation of the 52-hour workweek in the software industry, and to draw policy implications for improving the working environment.
    • 3. Research Organization and Scope
    • In this study, a survey was conducted to understand the actual conditions of the software working environment. The subjects of the investigation are employers (or HR managers) and workers of software companies, and the survey method was a 1:1 interview in principle, and in cases where face-to-face contact was difficult due to the COVID-19 situation, an online survey was conducted in parallel.
    • 4. Discussion and Result
    • In the software industry, 63.5% of the total workers employed the comprehensive wage system, and 36.5% of the companies adopted the ordinary wage system. As for companies that adopted the comprehensive wage system, IT service companies accounted for the highest at 68.1%, and game software companies had a relatively low rate of 53.6%.
    • The average weekly working hours (in the last month) of workers was about 41.27 hours. The larger the company and the older the workers, the longer the average working hours per week. Due to the nature of the software industry, work is often concentrated at a specific time, but 30.4% of the workers answered that there is a time when work is actually concentrated throughout the year. The average work-intensive period lasted for an average of 3.22 months, and the average weekly working hours during the work-intensive period was 46.1% of workers who worked '52 or more hours'.
    • Of the software workers, about 32.4% of the workers said they were under job stress, and 3% of them responded that they were very much under job stress. Job stress differs according to the characteristics of workers. The larger the company, the higher the job title and age of the worker, the higher the job stress. In addition, the longer the average working hours during the intensive work period, the higher the job stress. The stress level of workers with an average weekly working time of 52 hours or more was 62.9 points, which was 11.2 points higher than the average (51.7 points).
    • 19.1% of domestic software workers answered that they experienced burnout in the past year. The share of workers who experienced burnout was the highest in the IT service industry(22.8%) by industry and by size at large companies with 300 or more employees(36.0%).
    • Workers' burnout experience was found to be closely related to working hours, stress intensity, and work-life balance. The longer the working hours, the higher the stress intensity, and the lower the work-life balance, the higher the likelihood that workers would experience burnout. The proportion of workers who worked an average of 52 hours or more per week (39.8%) was more likely to experience burnout than workers with regular work all year round (13.0%). 73.5% of 'stressed' workers experienced burnout (6.4% of non-stressed workers), and 39.1% of workers who said their work-life balance was 'not realized at all' experienced burnout.
    • The spread of COVID-19 has accelerated changes in the working environment of Korean companies. 34.8% of domestic software workers answered that they had experienced remote work, and workers at large companies had higher rates of remote work than workers at SMEs. 69.4% of workers in large companies with 300 or more employees and 22.2% of workers in companies with less than 50 employees answered that they had experience in remote work. In addition, it was found that the 52-hour workweek system accelerated the adoption of remote work by companies. 54.3% of companies implementing the 52-hour workweek system had remote work experience (23.3% of companies not implementing the system).
    • If we look at the level at which the work-life balance of domestic software workers is realized as a work-life balance index, it is about 54.4 points out of 100 points. The work-life balance index was found to be higher as the age of the worker was lower, the position was lower, and the experience of the worker was lower.
    • Looking at the relationship between the degree of work-life balance realization of workers and working hours, it was found that the longer the working hours, the lower the work-life balance level. The work-life balance index of workers who worked more than 52 hours a week was 32.5 points, whereas the work-life balance index of workers who worked less than 40 hours was 64.7 points. Also, it was found that companies that implement the 52-hour workweek system (55.4 points) have a higher work-life balance than those that do not (53.9 points).
    • When choosing a job, software workers value not only wages and compensation, but also growth potential as professionals. Therefore, there is a strong desire to grow while continuing to receive education and training at work.
    • The perception of the skill gap of software workers was found to be larger than that of employers, as the skills gap felt by workers themselves was larger. While 22.7% of employers perceived the skill gap to be large, 35.4% of workers responded that the skill gap was large. This perception is also affecting the demand for employee education and training.
    • As the digital transformation accelerates and the software market environment changes rapidly, the demand for hard skills that workers want to learn is also changing significantly. 'Machine learning/deep learning' was the most sought-after technology field for workers to be educated, and the demand for 'data analysis/data science' was high. And in soft skills, the demand for education was high in the order of ‘problem solving’, ‘creativity enhancement’, ‘communication skills’ and ‘adaptability to change’.
    • 443.4% of software workers were satisfied with their current job, and only 9.1% of workers who said they were dissatisfied. If the job satisfaction level is converted based on 100 points, the average score is 59.29 points, which is above average. There are differences in employee job satisfaction according to compensation, vacation, working hours, work-life balance, and job stress level. The higher the salary level, the shorter the working hours, the higher the flexibility of working hours, the higher the work-life balance, and the job stress. The smaller the number, the higher the job satisfaction of the workers. In addition, the more educational and training opportunities supported by the company, the higher the job satisfaction was, which is a result of reflecting the growth desire of software developers.
    • 10.1% of software workers said they intend to become freelancers in the future. The longer the working hours, the lower the salary level, the lower the work-life balance due to heavy work, the lower the job satisfaction, the higher the intention to become a freelance
    • The 52-hour week system actually had the effect of shortening the working hours of workers. Comparing the average working hours per week before and after the implementation of the system, the 'average 40 hours per week' workers increased from 29.9% to 62.7%, while the average '46-51 hours per week' workers increased from 25.4% to 6.9%,'52 Overtime' workers decreased from 24.9% to 7.9%.
    • The effect of the introduction of the 52-hour workweek system was 'realization of work-life balance', 'improvement of organizational culture', and 'reduction of working hours', whereas the 'reduction of wages/compensation' was not significant. In addition, the effect of the introduction of the system to increase the number of employed people was found to be somewhat insufficient.
    • In the domestic software industry, 41.8% of companies are implementing a flexible working system. The larger the size of the company, the higher the proportion of companies that implement the flexible working system. The rate of implementation of the flexible working system for large companies with 300 or more employees is 74.7%, but only 36.3% for small businesses with 5 or more and 50 employees. In addition, the proportion of companies that implement the 52-hour workweek system is higher than those that do not implement the flexible working system.
    • Looking at the difficulties with the introduction of the 52-hour workweek, the biggest difficulty experienced by software companies is that “52 hours of overtime per week during intensive work” is inevitable. It is of the opinion that this should be taken into account when implementing the system.
    • In order for the 52-hour week system to settle on site, many responded that companies should ‘replenish the essential manpower that was lacking due to the reduction of working hours’ and introduce a ‘flexible working system’ and ‘reasonable personnel management system’. In addition, the government has implemented such programs as 'consulting support for corporate work structure improvement', 'preparation of measures to prevent changes in the scope of tasks', 'support for education and training to improve productivity', and 'calculation of appropriate business period reflecting the 52-hour workweek reduction system'. There were many responses that policy support should be provided.
    • The results of the above study on the software working environment confirmed that long working hours had a significant negative effect on burnout, job stress, work-life balance, and job satisfaction of workers. Therefore, the reduction of working hours can be seen as a policy not only to increase job satisfaction but also to attract and retain excellent talent.
    • In order to improve the software working environment and ensure that the 52-hour workweek system is properly established in the field, not only the institutional improvement of the requirements that must be considered due to the nature of the software industry, but also the efficient change in the way companies work is required. Many practices that were allowed in the existing long working hours must be changed to systems and standards suitable for a 52-hour workweek environment, and policy support is needed to help small and medium-sized software companies improve their work processes and increase productivity.
    • Second, opportunities for education and training are very important factors for software developers who consider their growth potential as an expert in choosing a job. In order to bridge the skill gap experienced in the workplace in the era of digital transformation, companies should provide sufficient opportunities for education and training to workers. The government also needs to build an online education platform where workers can easily find and access information about various educational programs and educational institutions in a situation where the digital and non-face-to-face economy is accelerating.
    • Third, as many companies are implementing telecommuting due to COVID-19, the remote work trend is becoming a daily work type. Moreover, for MZ generation workers who value work-life balance, remote work is considered as an important factor in choosing a job. Therefore, SMEs are in a situation where they have to fundamentally change their working system in the past to prepare for such a remote work trend and attract excellent talent. There is a need for policy support for the establishment of remote work infrastructure for SMEs, which are relatively insufficient compared to large enterprises.
    • 5. Policy use
    • It is used as the basic data for policies to improve the working environment of software companies to increase the competitiveness of software companies and secure excellent talent. It is also used to identify policy improvements for the successful establishment of the 52-hour workweek system.
    • 6. Research Implication and Expected Effects
    • In connection with the introduction of the 52-hour workweek reduction system, the system will support the successful establishment of the site by minimizing the friction in the field and suggesting ways to improve the working environment, such as the flexible working system. Also, by improving the working environment in the software industry, secure and maintain excellent software manpower, and prepare measures to enhance the competitiveness of the software industry.
